To build a successful mobile learning environment:

1) a wireless network must be built that can support and sustain the devices

2) devices that will be allowed on that network must be defined and made available

3) all stakeholders must have and know responsible use guidelines

4) those leading learning must have technological pedogogical content knowledge

5) appropriate apps and tools must be defined, procured, deployed and updated

6) all of the above must meet the letter of the law at all levels
